About The Veterans Treatment Court


The Veterans Treatment Court (VTC) is a hybrid court, blending aspects of the traditional Drug Court and Criminal Court. Its primary focus is on the effective identification, treatment, and successful reintegration of every enrolled veteran back into his local community. To qualify for admission into the VTC, a defendant must prove military service, must have an Honorable or General under Honorable Conditions characterization of service, and must demonstrate that the criminal act was somehow related to a disability or disorder incurred or suffered while under military service. The four major conditions noted in the VTC are Post Traumatic Stress Disorder (PTSD), Traumatic Brain Injury (TBI), Substance Abuse, and Military Sexual Trauma (MST).


Touted by former US Secretary of the Veterans Administration (Hon. Bob McDonald) and US Attorney General (Hon. Loretta Lynch) as the model VTC in the USA, Tampa's VTC currently experiences an 80% first time success rate (graduate and never return), and nearly $6M in annual county tax savings. The VTC embraces the "whole of community" approach, and leverages all local, regional and even national level resources to further the program. Most importantly, the founding VTC Judge (Hon. Robert Russell of Buffalo NY) noted that the "secret sauce" of a successful VTC program lies within the ranks of its volunteer veteran mentor corps. Colonel DJ Reyes (US Army retired) established the Tampa's VTC Mentor Program in September 2013. Four years later, over 67 local veterans devote their own personal time, effort, and resources to help over 200 enrolled veterans successfully complete their time in the Tampa VTC, which can range from 6 months to 2 years, depending on the situation. In October 2013, the Hon. Richard Weis established Tampa's VTC, then transferred his authority in February 2015 to the Hon. Gregory P. Holder. In January 2017, Judge Holder transferred his authority to the Hon. Michael Scionti. There are currently 30 VTCs in the state of FL, and over 463 VTCs in over 40 US states.

The Society of St. Joseph is a Tampa, FL based Men’s Ministry that is based upon 3 pillars: Faith Formation, Family Leadership, and Works of Mercy (Service to Others). SSJ meets weekly at Christ the King Catholic Church for fellowship and Christian-based educational series, regularly sponsors faith-based retreats and lectures, and sponsors community service projects and outreach initiatives benefiting local charitable organizations in the greater Tampa Bay area.
